What type of base to use when applying makeup?

For prom i will like to do a bright yellow shadow and i want it to stand out and last long. what type of base should i use. and where can i get it from?What type of base to use when applying makeup?

Try a foundation that's darker than your normal skin tone because it'll make the yellow POP....

It looks pretty dark ...... so maybe if you are a little lighter try a different foundation....that doesn't make you look too tan
